Recreational marijuana sales kick off in Arizona less than three months after voters pass ballot measure

Arizona approved 73 dispensaries to start selling recreational marijuana on Friday, launching the state’s adult-use cannabis program with sales beginning less than three months after voters approved the new market.

The state’s recreational market could be worth $375 million-$400 million in its first year, increasing to $700 million-$760 million by 2024, Marijuana Business Daily has projected.

The Arizona Department of Health Services (ADHS) on Friday shared its list of approved adult-use marijuana establishment licenses with Marijuana Business Daily.

The list shows licenses were granted to existing dispensaries in nine of Arizona’s 15 counties.

“ADHS has received 79 applications since the application period began early Wednesday,” ADHS spokesman Steve Elliott wrote in an email to MJBizDaily.

“Six of those applications remain under review.”

Arizona-based multistate marijuana operator Harvest Health & Recreation recorded its first recreational sale at its outlet in Scottsdale on Friday, company spokeswoman Christine Hersey told MJBizDaily.

The company operates 15 dispensaries in the state.

Harvest CEO Steve White highlighted Arizona’s remarkably quick recreational market launch in a news release issued Friday afternoon.

“Initial sales commenced only 80 days from the election and 54 days after the election was certified, representing by far the fastest launch to date in history,” he said.

Arizonans approved the ballot initiative that created a new adult-use market last November, four years after voting against a previous ballot measure and 10 years after legalizing medical marijuana in the state.

However, the launch of recreational marijuana sales in Arizona won’t blow the market’s doors wide open to all comers.

The initiative built upon the state’s existing medical cannabis industry, allowing Arizona’s 130 MMJ licensees to apply for an additional recreational license.

The number of licenses is capped by the number of pharmacies operating in Arizona, with one license for every 10 registered pharmacies.

However, the ballot measure does allow a limited number of additional licenses, including 26 social equity permits intended to promote cannabis business ownership among “individuals from communities disproportionately impacted by the enforcement of previous marijuana laws.”

Two licenses may also be issued in Arizona counties without any existing medical marijuana dispensaries, and one additional license may be issued in counties with only one MMJ outlet.

Recreational marijuana sales in Arizona are taxed at 16%.
